Understanding Propositions F and S: Bond vs. Levy

On the April ballot, voters in the Farmington R-7 School District will decide on Proposition F and Proposition S. Each serves a distinct purpose, and understanding the difference between a bond and a levy is key to making informed decisions.

Proposition F: The Bond

Bonds are used to fund building projects and infrastructure improvements. In this case, Proposition F is a zero-tax rate change bond that extends the district's current debt service levy of $0.90 per $100 of assessed valuation. The funds will be used for:

  • Adding classrooms at Farmington High School

  • Renovating and preserving the historic Washington-Franklin Elementary School, including upgrades to electrical systems, interior and exterior finishes, and maximizing available space.

  • Constructing a new performing arts center that will also serve as a storm shelter for high school students and staff.

  • Expanding and renovating district facilities, such as classrooms and HVAC upgrades.

  • Developing an athletic complex at Farmington Middle School, including a track and field facility, will reduce the need to transport students off-campus for activities.

  • Classrooms and a storm shelter at Farmington Middle School will be added.

  • Improving parking, traffic flow, and safety measures across the district.

  • Updating technology and purchasing new buses

Proposition S: The Levy

Levies support the district's operating expenses, which include paying staff, maintaining programs, and covering day-to-day costs. Proposition S proposes a $0.40 increase to the operating tax levy from $2.75 to $3.15 per $100 of assessed valuation. These funds would be directed toward:

  • Increasing teacher and staff salaries.

  • Recruiting and retaining staff.

  • Maintaining and expanding educational programs.

  • Addressing rising operational costs

Key Differences

  • Proposition F (Bond): Funds one-time projects like construction and renovations. It does not increase taxes but extends the current levy.

  • Proposition S (Levy): Provides ongoing funding for operational needs, requiring a tax increase
